Apple Balances AI Agent App Store with Google EU Defense Amid Proactive AI Future

Today marks a turning point in the delicate balance between technological innovation and platform regulation. Apple has revealed it is working on a plan to allow AI agent apps on the App Store, a move that could reshape the mobile application ecosystem. At the same time, the Cupertino giant has taken an unexpected stance by defending Google against European Union proposals that would force Android to open its services to competing AI assistants. Against this backdrop, Anthropic's vision of proactive AI agents that anticipate user needs before they are expressed adds a new dimension to the debate.

Apple's New App Store Course: Room for AI Agents

According to a report from The Information, Apple is designing a system to support apps that integrate autonomous AI agents and vibe coding capabilities while maintaining the high security and privacy standards that have always defined the App Store. The move comes after Apple blocked updates for popular vibe coding apps in March, as they violated rules prohibiting code execution that alters an app's own functionality or that of other apps. Vibe coding, which allows users with no coding experience to build apps through natural language prompts, has become a mass phenomenon and the old rules no longer suffice. Apple now wants to incorporate AI agents into the App Store while preventing issues already encountered with rogue agents that delete content and cause harm. In parallel, Apple is developing its own AI capabilities: Siri will receive a major overhaul in iOS 27, becoming smarter and better able to compete with Claude and ChatGPT, partly thanks to a partnership with Google to use custom Gemini models. Apple has begun contacting developers to integrate features like flight booking and calendar invites into the new Siri, but many are hesitant due to fears of new commissions. Apple has assured that no commissions will be charged in the early stages, but fees remain a possibility in the future. The discussion also extends to third-party chatbots: Apple intends to allow users to choose between different AI models, such as Anthropic or Google, for use with Siri, Image Playground, and Writing Tools, moving beyond the current exclusivity with OpenAI. However, OpenAI has reportedly been disappointed with the current limitations: ChatGPT can generate images and text but cannot access emails or personal data, and the functionality is rarely used.

Apple Defends Google from the EU: Privacy or Protectionism?

On the flip side, Apple has submitted a filing to the European Commission opposing draft measures that would force Google to open Android to competing AI services under the Digital Markets Act (DMA). Apple called the proposals 'urgent and serious concerns,' warning they would create 'profound risks for user privacy, security, and safety as well as device integrity and performance.' The company emphasized that risks are 'especially acute in the context of rapidly evolving AI systems whose capabilities, behaviours, and threat vectors remain unpredictable.' Apple even questioned the Commission's technical expertise, stating it is 'substituting judgments made by Google's engineers for its own judgment based on less than three months of work.' This defense of Google is surprising, given Apple's own long history of clashing with EU regulators over the DMA, including a court challenge in October 2025. However, the feedback period closed today, and the final decision must be adopted by July 27, 2026. The EU has already concluded that the DMA has had a positive impact, setting aside Apple's calls for revision.

Anthropic's Vision of Proactive AI

In this landscape, Anthropic's head of product for Claude Code and Cowork, Cat Wu, has stated that the next major step for AI is proactivity. Wu envisions a future where AI agents anticipate user needs before they are expressed, fundamentally transforming how we interact with technology. This scenario aligns with Anthropic's recent rise, overtaking OpenAI in business customers fueled by a surge in small business adoption. Proactive AI will require agile infrastructure and regulation, precisely what Apple and the EU are trying to define today.

Meanwhile, OpenAI has officially endorsed the Kids Online Safety Act, signaling growing attention to child safety in AI. The convergence of these events shows that platform regulation is becoming the decisive battleground for the future of artificial intelligence. On one hand, Apple cautiously opens its walled garden to AI agents; on the other, it allies with Google to defend the current model against a Europe pushing for forced openness. The stakes are high: redefining what privacy, security, and innovation mean in the age of autonomous agents.
