In 2026, the long shadow of the EU AI Act has produced its first concrete effect: OpenAI has introduced severe restrictions on access to its most advanced models for users in the European Union. No more GPT-5 for Italian businesses — unless they go through limited, higher-cost channels. Sensitive data can no longer flow to US servers without draconian clauses. The news arrives as Europe tries to balance innovation with rights protection, but for businesses the result is a higher entry ticket.

Why does it matter? Because 99% of Italy's productive fabric — its SMEs — had just started integrating AI into their operations: marketing automation, customer support chatbots, content generation for e-commerce and SEO. At Meteora Web, we see it every day: our clients ask for AI tools to speed up tasks. With these new restrictions, those without enterprise budgets are cut off. The gap with US and Chinese companies, where AI is accessible without barriers, widens. Meanwhile, Europe spends energy on bureaucracy, not on infrastructure.

Our position is clear: regulate yes, but not at the expense of competitiveness

We at Meteora Web are the first to advocate for rules — we handle sensitive client data, we know the value of security. But a regulation that blocks access to the best tools without offering alternatives is a tax on innovation. Europe should invest in sovereign open-source models, European data centers, and training programs for SMEs. Instead, it builds walls. The result? The savviest Italian companies are already looking at Llama, Mistral, and other self-hosted solutions. But not everyone has the skills. As we always say: owning your stack beats renting it. With AI, that's even more true.

What to do? For Italian entrepreneurs: stop depending on a single vendor. Start evaluating open-source models, build internal skills (even with short courses), and make your voice heard in trade associations. For digital professionals like us: diversifying AI tools is now a strategic priority, not a choice. The AI Act must be respected, but it must not become yet another brake for the South and for small businesses. We work to bridge the digital divide, not widen it.
