OpenAI tightens access in Europe — Italian SMEs left holding the bag?

OpenAI has announced new restrictions on model access across Europe. GPT-4o usage is now limited to approved business plans, embedding APIs require compliance checks, and every developer must sign agreements aligned with the EU AI Act. For Italian SMEs and digital agencies that have built tools on OpenAI’s APIs, this means extra bureaucracy, longer delays, and higher costs. Innovation goes from 'push to production' to 'push to legal review'.

The timing is no coincidence. The AI Act pushes for safety — but the first concrete effect is that Big Tech pulls up the drawbridge. European startups now face a fragmented ecosystem: on one side, US companies with deep pockets buy enterprise access; on the other, European small businesses wonder if they’ll even get a reply. The gap widens, and the digital divide becomes an AI divide.
