Titan, Canada, and the Lesson for European SMEs: Certifications Mean Nothing Without Enforcement

[2026-06-19] Author: Ing. Calogero Bono

The Titan submersible imploded in June 2023, killing five people. A new Canadian report reveals government agencies had multiple chances to inspect the vessel before the disaster, but failed due to poor communication and coordination. The recommendation? More oversight.

Why should every European business owner using software, cloud, or AI care? Because the problem isn't the lack of rules — it's the lack of verification. Europe has GDPR, NIS2, the AI Act, but enforcement is often slow, fragmented, or absent. We see it daily in projects that land on our desk: companies with sites lacking HTTPS, no backup, unprotected forms. The law exists, but nobody ever checked. When an attack hits, the excuse is always the same: 'nobody told me'.

Our position is clear: overregulation without enforcement is just theater. It doesn't protect; it makes bureaucrats feel useful.

At Meteora Web, we've worked eight years with Italian SMEs that often discover compliance the hard way. A client called us after a ransomware attack: they had ISO 27001 certification, but their credentials were stored in plain text on an Excel sheet. The certificate didn't stop the damage. Titan is the same story: OceanGate likely had paperwork in order. But without real inspection, documents are worthless. In Italy, the territorial digital divide makes things worse — southern companies have less access to serious advisors and must fend for themselves. We try to bridge that gap, but a mindset shift is needed.

What to do? If you're an entrepreneur or developer, stop asking 'what does the law say?' and start asking 'who verifies what I built?'. Run real audits, not formal ones. Simulate an attack. Test your backups. For Titan it's too late. For your business, it's not.
