Waymo Offers Free Rides in California Due to CPUC Regulatory Delay

Passengers in California are enjoying free rides in Waymo's new Ojai robotaxis thanks to a regulatory hold-up at the state's Public Utilities Commission. This temporary benefit could last until September 2026 or longer, as the company awaits approval to expand its service and begin charging for rides.

A bureaucratic glitch grants free rides on Ojai robotaxis

Waymo launched its new purpose-built autonomous vehicle, the Ojai, made in China but assembled in the U.S., last month. However, the California Public Utilities Commission (CPUC) has not yet authorized the company to charge for rides in these vehicles. As a result, passengers ride the Ojai for free, while rides in the Jaguar I-Pace fleet remain paid. According to Terrie Prosper, a CPUC spokesperson, Waymo's request is still under review, and a new extension has been agreed through September 25.

The delay stems from additional information requests by the agency. In May, the CPUC asked for details on how Waymo handles emergencies, such as the December blackout in San Francisco that stranded over 60 robotaxis in traffic. It also requested specifics on how the company prevents unaccompanied minors from boarding, following a formal complaint from a ride-hail drivers' union. The issue of unaccompanied minors is particularly sensitive, as it violates state law.

Waymo applied to the CPUC in January to expand its service area. In Northern California, the proposed area spans from Sea Ranch and Sacramento down through Berkeley, Oakland, and into San Jose. In Southern California, it would extend past Los Angeles to Thousand Oaks and Santa Clarita, and down to the Tijuana border beyond San Diego. Approval is still pending, but Waymo has stated it will not start charging for Ojai rides until the CPUC gives the green light and the company is satisfied with progress in its Trusted Tester program, which also operates in Arizona.

It is manufactured by the Chinese company Zeekr, but Waymo asserts that the vehicle avoids an upcoming ban on Chinese-connected automotive tech because Zeekr only produces the shell, and the connected systems are built and installed in the U.S. This feature is critical to avoiding future sanctions.
