Although Google Clock 9.0 was widely distributed at the end of July, the Live Updates for stopwatch and timer were part of a separate server-side rollout. Many users, including this writer, noticed the option was present but not yet active. However, as of yesterday, the feature became operational for many, and today we observe widespread availability on Pixel devices. If it's not yet active, a suggested trick is to start a timer and then restart your device.

Comparison with the old implementation and user requests
This new implementation is a clear improvement over the previous approach, which limited timers to the At a Glance widget. Now, Live Updates always appear as the first item in the notification shade, on the lock screen, and on the always-on display, ensuring immediate access. Nevertheless, some users express a desire for a direct stop button, instead of having to enter the app and delete the timer with the X in the top right corner. Google might consider this request in future updates.
For those who prefer the old method, it is still possible to disable Live Updates from the Google Clock app's notification settings, navigating to App info > Notifications > App settings > Live updates.
