The social media giant Meta faces a critical crossroads regarding the expansion of its collaborative fact-checking system, Community Notes, beyond the borders of the United States. The Oversight Board, an independent content supervision body for Meta, recently expressed serious concerns about this potential expansion, warning that the initiative could entail significant risks to human rights and contribute to tangible harm if adequate safeguards are not implemented.

In a 15,000-word advisory opinion, the Oversight Board urged Meta to proceed with extreme caution. The primary recommendation is to suspend the implementation of Community Notes in highly polarized countries, in those undergoing a crisis or prolonged conflict, and in nations with a history of organized disinformation networks. The linguistic complexity of some regions was also cited as a potential obstacle, suggesting that Meta may not be adequately equipped to understand the nuances necessary for proper moderation.

Meta's request for an opinion from the Oversight Board was focused on a rather narrow set of questions, avoiding general criticism of the system, which the company stated is modeled on that of X (formerly Twitter). Despite this, the Oversight Board acknowledged that Community Notes, if properly supported by safeguards, could indeed enhance user freedom of expression and online discourse. A crucial point raised by the Oversight Board concerns the relationship between Community Notes and traditional fact-checking. The supervisory body emphasized that, outside the United States, Meta still maintains partnerships with external fact-checking organizations. Although the idea of collaborative fact-checking may seem democratic and efficient, its application in contexts different from the American one, where polarization is already high and infrastructures to counter disinformation are fragile, could easily backfire. Relying on volunteers, however well-intentioned, in an increasingly complex and manipulated digital ecosystem risks amplifying rather than mitigating problems. It is crucial that Meta does not see Community Notes as a substitute for professional fact-checking, but as a complementary tool, integrated into a robust and culturally sensitive moderation ecosystem. The history of digital giants like Apple and Google, born in garages but grown by facing global challenges, demonstrates the importance of a considered and responsible approach to innovation. The safety of minors, as highlighted by recent legal problems faced by Meta in New Mexico, must remain an absolute priority, and any new tool must be evaluated in this light as well.
